Stile only large access gate been locked

This is the access / public footpath to Isham Glebe playing fields park. Currently a Wooden stile. For years the gate next to the stile has been open allowing wheelchair and buggy access, well access for anyone who is unable to climb a stile. Yesterday the large gate has been chained and padlocked. This field is owned by someone but there is a public path through it. The field is grossly overgrown.
If the land owner wants to lock this gate the accessibility to the park needs addressing. Local villagers can’t get to the park with their children / grandchildren.
Just last year new equipment was erected in the park which now cannot be accessed.
After researching this matter the land owner could be more cooperative in regards coronavirus and members of the public touching the gate / stile. If the gate was pinned open it would be much safer for all users.

The legitimate access for Public Footpath TM4 is via the stile and not the gate. Gates and stiles on Public Rights of Way are the landowners responsibility and are to be installed for livestock control purposes. Should you wish for the landowner to leave the gate adjacent to the stile open, this will need to be a private agreement and not something that Northamptonshire Highways can enforce.
