Overgrown tree into footpath

I own the field next to Fred tarry coal yard, We have public footpath that runs down the western.boundary of our field,used by lots of people from the village. The tree owned by Anglian water is over grown so people have to walk in the road as there are often vehicle parked ,I have reported the problem in January still no action taken .Anglian waters response is that it's too expensive to deal with .
