Dying rotten tree on council owned grass, at risk of falling or being blown over

The tree is dying and rotting, it hasn't had many leaves on this year and no berries, as the pictures show the bark is split and an open rotting area at the base, branches regularly fall off which could damage cars and if the tree were to fall it would pose a risk to pedestrians and traffic as well as potential damage cars and houses
