Loose material on road, when flooding occurs lethal bend

This bend for whatever reason is a skid risk. There appears to be loose stones on the road, and they have not moved with the rain, in fact, the rain spreads them back to the middle of the road. It often means you have to drive wide, on the other side of the road, on a blind bend, which makes it very dangerous, it is also downhill, so people may not assess the speed correctly.
