Trip Hazard

Sent to Northamptonshire Highways less than a minute later. ref: 2350297.
Dear Sir or Madam,
I am bringing this trip-hazard to the attention of the council, as I am concerned that it poses a risk to passing members of the public.
This work (at No. 18 Brandenburg Road) appears to have been carried out on Council-owned land, as there always used to be grass there (which was maintained by the council) before these works were undertaken (in approximately 2010). The surrounding grass continues to be cut and maintained by the Council, so I am almost certain that these works were undertaken on Council-owned land.
The slabs have not been maintained by the property owner, and as shown from the photo are uneven. There are also a number of medium-sized rocks and uneven stones (as depicted in the second picture).
I am not entirely sure if this remains council-land and a public right of way, and would appreciate if this could be investigated by the council. If this area does continue to remain a public right of way, I would please request that the council intervene in requesting removing this dangerous and unsightly trip hazard.
