Concrete footpath undermined by surface water and exposed top layer washed away

Sent to Northamptonshire Highways less than a minute later. ref: 2353060.
Over time (possibly 2 - 3 years) the concrete surface layer to the public footpath has become cracked, Surface water flows across main street during heavy rain bypassing street drains. It has flowed over the path and eventually eroded it and now washes away the surface layer to expose mud underneath. During cold periods frozen water has exacerbated the problem causing further degradation.
