Signal not changing to green for cyclists

This is a regular problem from both directions. At present, when the bridge is approached heading towards Northampton, the lights do not change for cyclists until a car crosses the bridge from the other direction. I normally cycle home this way around 22:00 and have waited for several minutes, eventually riding through the red light rather than wait there all night. This is obviously dangerous for the cyclists and other traffic. I have reported this problem several times in the past and any repairs have only been effective for a few weeks before recurring.
