Black ice on pathway caused my fall and injury. Needs rectifying. Extremely dangerous as just looks wet, but treacherous to walk on as slight slope slips you off balance

Thank you for your further query to Northamptonshire County Council’s Street Doctor Service with regard to obstructive parking at Jacques Road, Burton Latimer. If a particular vehicle is actually restricting access along a footway or blocking a driveway then this is classified as an obstruction of the highway and this can be reported to your local Police Safer Communities Team by calling the non-emergency telephone number 101 or by the following link on the Northants Police website https://www.northants.police.uk/ #!/ Local and follow the link to Kettering Rural Policing. If you give them details of the vehicle in question they may be able to contact the owners explaining the issues that the inconsiderate parking is causing. It must be pointed out that emergency vehicles will often mount the verge or footway if access is restricted and very rarely are they unable to access an area. In these few instances they will generally contact ourselves and the Police to make us aware of the situation if they do have particular concerns. We did however install one of our temporary high visibility “Could an emergency vehicle get past” sign at the entrance to Jacques Road in November 2020 to bring this to the attention of drivers parking in this area. Although formal parking restrictions (i.e. double yellow lines) can be considered these are generally ineffective in residential estates as it is other residents causing the problem rather than visitors to the area. Restrictions in such areas are therefore generally only introduced to keep junctions clear or for safety reasons near schools, shops etc. as their introduction often just displaces the parking issue elsewhere in the vicinity. Any request for the introduction of parking restrictions would have to come via the Town Council as they would need to support any such measures being introduced.
