A single yellow line restriction allows loading/unloading as long as it is a continuous activity. The Enforcement Protocol states that “Loading and unloading of tools and materials are allowed on yellow lines and in permit bays (not disabled bays) providing it is a constant activity. Once loading and unloading has taken place, the driver must park the vehicle in a car park or in another permitted area. A PCN may be cancelled if the motorist is able to provide evidence that loading and unloading had taken place at the time it was issued.” The full Enforcement Protocol can be found via one the of links at the bottom of this page: https://www.northamptonshire.gov.uk/ councilservices/ northamptonshire-highways/ parking/ Pages/ parking-enforcement-.aspx Information about how to appeal a fine can be found here if you feel that the Penalty Charge Notice was not correct: https://www.northamptonshire.gov.uk/ councilservices/ northamptonshire-highways/ parking/ Pages/ parking-fine-appeal.aspx I hope this is some assistance, but please note that you would need to raise any challenge about the particular circumstances through the appeal process within the period stated on the ticket. The ticket would state the reason for the ticket being issued.
