Footpath frozen over

Sent to Northamptonshire Highways less than a minute later. ref: 2400757.
My partner walking while pregnant and slipped on black ice on the corner wher the oath is most wide at end of Windsor road and upper queenstreet near the telephone box.
Therei the path is a danger to pregnant women, people with mobility issues and the elderly and needs to be treated

Thank you for your enquiry. NCC policy is that the main Footpaths are only salted in severe weather conditions for details of the policy please go to northamptonshire.gov.uk. and salt bins are provided for self-help on the highway network.

NCC policy is to grit oaths in serve weather? Define serve weather at what temp? So a school route used by 2 different schools where someone slips over isn't reason to keep a eye on ? Nearest bin? Policy where on site? Plus how would you expect a heavily pregnant women or disable person or mobility issue or elderly slipping to walk over to bin and carry the salt to that locating and causing damage due to council negligence to not talking reasonable action.
If it was normal ice you can see it but in this case it wasn't, you stand on it and it would be too late
