Mobile trafflic lights - abandoned?

Sent to Northamptonshire County Council less than a minute later. ref: 2401779.

Outside home farm on the main road, we had some works by Anglian water and they have completed their work but they have lefts the traffic lights behind. People are ignoring them and other people are threatening to move them. This is causing a danger. Can someone come claim them please.
