Gate to ByWay TN10 is locked preventing access

Sent to Northamptonshire County Council less than a minute later. ref: 2403618.
This is the second time I have reported this obstruction to walkers under previous reference 2143327 - June 2020 There is planning permission (WP/20/00260/VAR) to the development site where byway TN10 runs parallel and it is possible that the developer has closed the byway or possibly farmer. This constitutes an illegal obstruction under the Highways Act 1980.
