  • With regards to the issues raised, if the householder is causing a hazard or obstruction with their driving then it is a matter for the police to deal with, as Northamptonshire HIghways do not have any jurisdiction over road users. Similarly, if they are in violation of a covenant placed upon the deeds to the property then it would be whoever has the benefit of the covenant who has the responibility to enforce any breaches of it.
