Overgrown trees on Park Close right of way

Sent to Northamptonshire Highways less than a minute later. ref: 2413487.
The right of way through the back of Park Close, specifically the area of bare ground which runs between the boundary of mine and the adjoining property up to the stile, has trees which extend several feet over my fence. I know I'm within my rights to cut the trees back to my boundary but some parts are a considerable distance from the ground so crown reduction by an experienced professional would be preferable. For the moment, I'm just trying to establish who owns/is responsible for this area.

I should have said that the area is generally overgrown and all who use the path would benefit from a good clear out.

Thanks for the work done, and for the speed that it all happened. There's a definite improvement to the footpath and access to it. I would like to go further though as nothing was done above head height. In terms of who's responsible for the trees, I assume that you (NCC) are? If that is the case, would you give permission for me to have a professional come in and reduce the crowns of the trees, to bring them down and away from my boundary? Many thanks.

I've managed to speak to the land owner on the other side of the footpath and they have confirmed that the trees are not there's/there responsibility. However, they are happy for the work that I am proposing to be done and agree that the work is necessary. I'd like to get contractors in while the trees aren't in leaf so will look forward to your reply regarding this matter. Many thanks.
