Large pothole on nation speed limit Mears Ashby Road

My car was driving on this road (Mears Ashby Road going towards Wilby) which is national speed limit, however I was only doing 40mph. On the straight road I could see a pothole right in front of me but could not move around due to a tractor on the opposite side of the road.
My car went over the pothole causing an instant puncture. This is dangerous as cyclists also use this road and if I had of been doing 60mph and I didn’t spot the pothole, the damage could have been much worse.
I am hoping to claim for a new tyre and that the road is repaired, as I use this road daily and when wide load vehicles are on the other side you have to drive close to the edge of carriageway, which has a lot of potholes.
