Footpath constant flooding

The footpath always floods when it rains and the grass becomes really really muddy meaning footpath impassable for pedestrians. The water takes weeks to drain/dry up and has been this way for years now. It gets deep enough to cover your shoes. It floods approximately 10/15 meters from the bin along the pathway.
