Blocked drain. Reported earlier this week during earlier flooding

Once again this area has flooded and you can see from the 'tide mark' of the debris on the lawn that it was close to overflowing into our property. This drain has been recently reported and I have been told that there is nothing wrong with it because the water level does fall slowly to a point where the drain level is below the outflow. However, I have pointed out that the outflow is clearly blocked and that work is needed to either repair the outflow or create a different outflow to nearby field drain.
