Sent to Northamptonshire County Council less than a minute later. ref: 2467672.

Approx. 2 inches of dried/set cement obstructing the footpath. Appears like a mountain, may have been left by construction workers. A pedestrian has had a fall over this. Poses a great risk to pedestrians especially due to low visibility in dark morning/evenings.
