Thank you for your enquiry regarding the drainage issue in Kingscliffe. The gullies in the area are on triennial cyclical programme of works and we are currently programmed to visit again in April 2021. The response that highways give to flooding is based on risk and our priority is to protect life and wellbeing and to manage property and environmental damage. It should be noted that a gully with silt in is ok. They are designed that way and as long as the outlet is clear the water will drain away, it will just take time. They are not blocked but the amount of rain that fell in January, in a short space of time, meant some gullies could not cope. This means that even recently cleared gullies can, and will be, overwhelmed by the volume of water they have to deal with, and it will take time for water to drain. Highway drainage is there to take water from the highway but the drainage system was also taking run off water from driveways and adjacent land. It had been raining continuously for weeks; the ground was waterlogged all over the county and meant this torrential rain had nowhere to go. The system also relies on riparian ownership and third party ditches. Our highway inspections pick up problems like this and work with landowners to keep these cleared and, if they do not, the process means that regulations start enforcement. This is critical to ensuring the whole drainage system, end to end, is functioning. Our gullies could be clear but, if the water has nowhere to go, there will be an issue.
