Ivy taken over tree

Parasitic ivy has taken over a beautiful quince tree and last year it was very restricted on fruit. It looks more like an ivy bush now than a tree which is a great shame. I have tried to cut back the stems of the ivy to kill off the overhanging bush but it didn’t work. I’m afraid it’s going to kill the tree and as the government is being urged to plant trees, it seems a shame to let this one die.
