Sent to Northamptonshire Highways less than a minute later. ref: 2492491.
I have established that this land is not in the ownership of the Borough Council. It is probably owned by the County Council as Embankment to the highway. While it is not a PRoW these steps are a much used link into Great Billing Pocket Park and as the steps are slippery they are dangerous without a railing. Ideally the railing should be replaced and the steps renovated.
