The top of a handrail up public steps to the footpath extends unnecessarily towards the footpath at head height for smaller children. It threatens to damage childrens' heads / faces when they are running or cycling on the footpath ( there have already been accidents).

Please can the rail above the upper support post be removed and capped off asap?
