Fire hydrant tarmacked over

Sent to Northamptonshire Highways less than a minute later. ref: 2565854.
It appears highways or contractors have tarmacked over the FIRE HYDRANT outside 12 MILLWAY Duston Northants. This is the 5th one in 3 weeks and NORTHANTS FIRE & RESCUE require this hydrant for emergency firefighting please rectify ASAP. Please advise me who is authorising these works and not checking them? I have spoken to ROB CARROL of KIER and as of yet had no answers as to what is happening. You may wish to discuss this with him. Thanks
