Multiple cones that have been placed on this road blocking it

Reported via mobile in the Potholes / Highway Condition category anonymously at 21:15, Tuesday 2 March 2021

Sent to Northamptonshire Highways less than a minute later. ref: 2583213.

Photo of this report Lots of cones that have been placed along the road that aren’t by the council or highways, preventing people from driving or parking along the area. It is a huge danger. Causing congestion and accidents as it prevents people from parking and turning. There is no yellow or white lines preventing use of this road so the cones are redundant and an obstruction to the highway. This has been the case for several weeks and more cones have now appeared, blocking more and more of this road and increasing the area which they block on a day by day basis. As a resident of this road, it is causing great problems as I can’t park because of it and people using the nursery (where we believe the cones have been placed by) are blocking the areas we residents usually park. The nursery have recently refused to let parents park in their private car park and are now blocking the public highway too with their cones. PLEASE STOP CLOSING THESE REPORTS UNTIL THE CONES HAVE BEEN REMOVED AS YOU ARE EITHER BEING GIVEN LIPSERVICE BY THE BUSINESS WHO KEEPS PUTTING THEM OUT, OR THEY REPLACE THEM VERY SHORTLY AFTER YOU HAVE CONTACTED THEM TO REMOVE THEM! As the residents we will continue to open a case every time this happens until it stops! It’s bad enough they close their private car park within their grounds to their customers - and as a consequence they have no choice but park in our road meaning we can’t park there ourselves. Why they can’t just go back to letting their customers to park on their site to drop off their children we cannot understand - but please stop blocking the public highway with cones!

  • Please be advised that the cones remain out by this business, they did on Friday too - they have now placed them even HIGHER up the road trying to block their customers and US RESIDENTS WHO OWN OUR HOMES AND HAVE PAID FOR THE RIGHT TO PARK OUTSIDE OUR HOME ON THE ROAD WE PURCHASED OUR HOME ON!!!!!!!!. With the schools now back, this is going to cause nothing but even greater inconvenience and danger to pedestrians.

THIS NEEDS TO STOP! I WILL BE UPDATING YOU DAILY UNTIL YOU RESOLVE THIS BLOCKING OF THE ROAD - WHICH I DON’T NEED TO ADD, doesn’t have any legal preventions to stop ANYONE from parking here. And certainly, who can and cannot use this part of the road IS NOT at the discretion of the nursery who is placing this blockage in the road!

  • The cones still remain today. They have been brought up further along this road as per my message yesterday.

The area is already busy and dangerous at the best of times, however now the schools are back this is causing CHAOS!

One of the nursery parents spoke with me yesterday and they advised the nursery still refuse to allow them to use the car park on site and send messages asking the customers to not park at the end of the road - claiming that the residents have asked them to do so. They do not explain why they keep putting out the cones to block the road. The parent of the nursery confirms that the staff are parking on site and one of the staff told them the cones have been placed there by the nursery management team.

  • No change has occurred so far. On Wednesday afternoon the cones were removed, however this morning when I’ve left my house, the nursery have once again placed the cones on the road. It really is unfathomable, the chaos this is causing for local residents to get in and out of our own road is ridiculous- it’s hard enough when they allowed their customers to park in their car park with all the schools in the area - but now, it’s a living nightmare. I fail to understand the purpose of these cones being placed by the nursery on a road that doesn’t belong to them - but to everyone who pays road tax - other than the requirement to exert control over everyone in the community- not just their customers. If they’re putting the cones there because they can’t drive around corners out of their private road, then I suggest they need to go back to driving school and learn how to drive properly, instead of inconveniencing everyone else in the local community.

Do the police have to be contacted to get this illegal safety hazard stopped?

  • The cones continue to be placed on the road by the nursery. Please get these cones removed and advise the nursery that they are not The Highway Agency. Many thanks

  • 12/03 A site visit has been carried out and the Nursery has been spoken to. The Nursery car park has been closed off except for staff for covid social distancing reasons for the moment and cones were placed outside the nursery in the road due to a safety issues with cars driving as well as parking in that area directly outside the nursery, while parents and children are coming and going from the nursery in the mornings and evenings. We are in communication with nursery with regards to this matter to help deal with these issues and a further update will follow once we have come to a resolution. Thank you.

  • Thank you for your update. The manager this morning is now parking her car and has instructed the staff to park in the area that she had been blocking off with cones. I assume that this is response to your visit.

Does this mean that the nursery have now reopened the car park to their customers? This ultimately will resolve the issue completely, however if the manager is now moving her and her staff cars to where she was blocking with cones - then she is doing this out of petty spitefulness - not to eliminate the problem.

I’ve spoken with parents of the nursery this morning, they have advised on Friday that the manager sent a mailer out to the parents to answer their concerns with her decision to continue to keep the car park closed to her customers and her decision to use cones on a public highway. The management claim that the resident who has a portion of dropped kerb near to the nursery had been complaining to them, that his dropped kerb was blocked since they chose to close their car park to their customers - and management stated this is why they have to put the cones out.

Please can you highlight to this business, that the policing of road and dropped kerbs is the responsibility of the traffic warden not nursery nurses.

  • Nursery staff have parked all round the bottom Unable to turn and had to reverse all the way up the road. Dangerous as school children from local High school were on the road.

  • The manager is now instructing the staff to parking cars in the area they were blocking with cones.

Does this mean that the nursery have now reopened the car park to their customers? Can the nursery then kindly advise their customers to use their car park as they no longer use it to socially distant their cars to park as staff.

Allowing the customers of this business to use the car park that’s there and has been used by customers for years will ultimately will resolve the issue completely, however as already highlighted- if the manager is now moving her and her staff cars to where she was blocking with cones - then she is doing this out of petty spitefulness - not to eliminate the problem.

  • 18/03 The nursery has been spoken to and have been allowed to place the cones at the bottom of the road to allow safe access across from the footpath. This report will now be closed. Please take any other issues up with the Nursery as they are not regulations issues. Thank you
