E Scooters abandoned

I understand that E Scooters can be environmentally beneficial, but to the pedestrians, E Scooters are and can be a real nuisance. Riders go too fast on the E Scooters, as they're electric, there is no noise, so they speed past you and frighten you. I've seen a person on a mobility scooter hindered by an E Scooter left in the middle of the footpath, and a member of the public moved the E scooter out of the way. They're littered all over the place, just dumped. I've seen school children riding them, the age is 18 yrs and hold a provisional licence. The children clearly aren't old enough. They are unsafe, unsightly and should not be on a pedestrian highway. These issues have been going on last year.
