Overhanging Tree

Sent to Northamptonshire Highways less than a minute later. ref: 2737933.
The tree is growing very low and hitting pedestrians in the face when using the foot path. Please can the tree be trimmed. Please can you confirm if the verge the tree is on is private or council owned? The grass needs cutting as well on the verge.

One small bit has been cut but nothing else down this street. The grass around the tree has been left unattended and going up the tree. The tree is extremely dangerous and will result in an emergency.
