Dead and leaning tree at the back of 113

Last week i reported a dead and leaning tree at the back of 113 crestline court, nn3 8xz, on the verge by goldings road. Someone came out and agreed its dead and needs to come down and i was told this would be done. Yesterday 2 men turned up with chainsaw, ropes and a chipper... they started to cut ivy from the base of the tree, but when we looked out again they had left. The dead tree is still standing and leaning towards my bungalow. Why was it not taken down as promised?
