5-6 weeks ago paving slabs removed and not yet replaced

About 6 weeks ago the footpath that runs alongside my house has had the paving slabs removed and trenches have been dug and nothing has happened since. This means that I can't take my garden wheelie bin into my back garden to remove garden waste so I now have a pile of green waste in my back garden waiting to be got rid of. I have paid to have a brown bin and am not getting the use of it presently.
