Damaged or blocked drain in the road just by the bridge

This has been a problem for about two months, the smell is awful and seems to be worse after it’s rained, Anglian water have been out twice and have said that the issue is with the main drain in the road and not the drain that runs along the path. We have lived in our property for just over four years and in this time there have been numerous firms out to look at the drains in the road without success and now whatever is wrong it is now leaking through to the roads surface. If this is raw sewage then it surely presents a health hazard?
