My husband was doing our elderly neighbour a favour in cutting down an elder tree which was growing between her garage and the council fence. On removing a couple of panels to gain access, it became apparent that a large section of the cross batons are rotten and could be hazardous to pedestrians. There is also a large amount of litter which could become a health hazard.
