Track in a dreadful state (EF14)

Sent to Northamptonshire Highways less than a minute later. ref: 3045322.
It is in a dreadful state with deep holes which obviously fill with water. While it is a bridleway it is also a route much used by walkers and of course the deep water filled holes make life very difficult for walkers and especially those with children or the more mature. Thick mud is also an problem. Farmers on either side of the track use it to access their fields plus some local folk who keep horses at the far end. At least one locked gate has been installed across the lane with probably insufficient space left for a horse and rider. Having a locked gate would infer that someone owns the track or has permission of the owner to install the gates.
What leverage can be applied by WNC to the landowner/s and installers of the gate/s to improve the RoW and to make a fully compliant space for horse riders beside the gate/s?
