Bushes excessively overhanging footpath blocking half of it.
Yes, it might be the homeowners responsibility in this case but I would hope the council may have sufficient means (maps, addresses) to request they deal with it rather than just way their hands of it. I'm not going knocking on doors in a dark night trying to guess when I'll probably get punched for my efforts.

Thank you for your enquiry. A letter has been sent to the relevant homeowner requesting that the overhanging vegetation is cut back. A revisit will be carried out 14 days after the receipt of the letter.
