Flooding of road and adjoining properties due to blocked drain

This drain and linkage to the nearby field outlet, gets blocked regularly. The pipe from the drain runs under my house, Stonecroft, and I believe there is a blockage or root damage somewhere that causes the drain to become blocked easily. cctv investigation would be helpful
