Surface water icing up

Sent to Northamptonshire Highways less than a minute later. ref: 3148044.
This is an ongoing problem since they relaid the tarmac on the road - water doesn't disperse properly. There is always water on this part of the road and now it has frozen the kids are "skating" on it. Really needs to be looked at properly and not fobbed off like we were last winter. Do we have to wait for a car to skid on it?

This manhole is still loose and has not been inspected the position is on the road near pavement outside 90A Columbus Crescent, it is jumping when vehicles hit it and on a bus route , if something happens then you will be held responsible j.powell
