Hedge at #3 overgrowing pavement blocking right of way

Sent to Northamptonshire Highways less than a minute later. ref: 3178895.
I've tried to ask the owner of number 3 to trim their hedge, but they've replied it's theirs and they can do with it as they please.
This obstruction now blocks any family that walk along the pavement with a pram or buggy. Two persons cannot walk side by side along the pavement any more.

Thank you for your enquiry, concerning overgrown vegetation in this area. Whilst we appreciate your comments, the location of the vegetation that you have identified is not on the adopted highway. Unfortunately it is therefore the responsibility of the private landowner to maintain and is outside Northamptonshire Highways’ control. Nevertheless, we have written to the landowner requesting that the vegetation is cut back within the next month. We will endeavour to revisit the site following the months’ notice period.
