The council owned grass verge has been dug over and graveled by the resident as to extend their driveway and allow themselves to drive over and park on it. I applied to do the same to the verge outside our property but it was denied and I was told it's not to be driven over and to be kept clear at all times due to maintenance and access that may be required at any time.

If I'm not allowed to do this why are they?
