Dead vine like plant, over path

The footpath in valley rise desbourgh appears to have been weed treated. there is a dead vine like plant, just before where valley rise becomes the broadlands alongside lamp post l13kbs. although the plant is dead is straggles across the footpath and is extremely strong and a trip hazard. i myself tripped on it today causing cuts to both hands and my knee. i appreciate weeds need to be treated but could consideration be given to the effect the dead plants will have. i tripped and consider myself to be fit and active, older walkers, especially in the dark are likely to be at risk.
