Flooding, potholes and damage to the road due to debris/black surface dressing from the farmers field

The farmer recently laid some black surface dressing to the entrance of 3 of his fields. This is higher than the road and is therefore causing water to drain onto the road - causing pooling of water and damaging damaging the road. Potholes are forming and the damage is compounded by the black stones/debris spilling onto the road - embedding into the road. Much of the surface dressing laid by by the farmer is actually on the highway. No permission exists for this field entrance to become an access way for so many vehicles using this field and if it did, it should comply to legal rules for access and have a proper surface - not a cowboy black surface dressing.

Inspection determined that the new surface material was laid off the highway, no direct concern. Some material is tracking into the carriageway, but this should tail off in due course. Water egress was not deemed noticeable at this time, but watch will be kept on area.
