Right of way DU11 obstructed by electric fence

Sent to Northamptonshire Highways less than a minute later. ref: 3506358.
An electric fence has been erected across the right of way DU11 with no method of safely crossing over it. An attempt appears to have been made to illegally divert the right of way around the edge of the field

Land owner has no erected signage to keep/discourage walkers from the route marked on the definitive map. Please address this as it would appear the land owner has no intention of reinstating the legal right of way and is therefore committing a criminal offence under the Highways Act.

A parishioner has also stated on social media (for the attention of the Parish Council), that they believe their dog has received a nasty shock from the fence when trying to use the diversion, as the diversion is too narrow. They have highlighted that this is a health and safety issue to children and animals walked with their owners.

Shame I live in Creaton. If I’d be walking here the fence would be down and I’d be continuing along my right of way. Remove the fence you pathetic people.
