Large temporary sign blocking footpath

Not sure if its HS2 or council, someone has put a large sign on the footpath at the bottom of dolls hill. It's almost blocking the footpath and making an already dangerous foot crossing even worse. I thought it was illegal to obstruct a footpath. Temporary signs are often put here. It's dangerous. The overhanging sign is at head level.
