This sign is still on the grass verge

This sign is still on the grass verge but he has now put a metal post behind the sign. Who would be liable if anyone tripped over this? What about damaging a council grass cutter. Could you advised, it is illegal to park on grass verges? I myself don't as have a driveway for my cars
