Overgrowning Vegetation Adjacent to 23 Farmhill Road, Southfields

23 Farmhill Road, Southfields has an adjacent footpath. Due to overgrown bushes belonging to 23 Farmhill Road, walking down this public footpath is difficult, especially for those with a wide pram. Furthermore, there appears to be a seedling which, if not removed, will grow at an astonishing rate, undermining the footings of nearby properties.
Due to this footpath having overgrown bushes could encourage crime too.
These overgrown bushes have not been trimmed since it was sold and rented out in October 2018.
There is also a strong odour of petrol/oil coming from 23 Farmhill Road. Evidence of this is staining on their fence adjacent to the path.

Council, your last update said, "we are currently experiencing high volumes of work. We endeavour to provide an update within the next 10 working days".
That was 24 June 2022; it is now 10 August 2022, and I've received no action.
Can you please provide me with an update as to when you will be taking remedial action?

Firstly, please accept our sincerest apologies for the delay in updating this enquiry. This has been due to an administrative error at our end. We understand that you have concerns about the condition of the vegetation here. Whilst we appreciate your comments, the location of the vegetation that you have identified is not on the adopted highway. Therefore, it is the responsibility of the private landowners to maintain and is outside Northamptonshire Highways’ control. Nevertheless, we have written to the residents requesting that the vegetation is cut back more within the next 14 days.
