Concrete Blocks Blocking the Footpath, Grass verge and Driveway

Sent to Northamptonshire Highways less than a minute later. ref: 3852873.

Residents at number 162 Rowlett Road keeps placing concrete blocks on the grass verge (this could be to stop cars parking but unsure) but they can also be blocking the footpath and next door neighbour's driveway causing high risk of someone having an injury. Is there anything the Highways department can do to prevent this from happening?
