Can Service lane in front of my property be tarmaced please ?

Hello, In the picture is displayed a service lane from road curbs to slimmer curb on the right side segregating property land and service lane. Could the service lane be tarmaced please as it was done previously to all my neighbours? The Service lane was overgrown with bushes obstructing visibility on the road and roots ripping up the tarmac on the road.When I was cutting down the bushes in front of my property I took liberately and cutted the bushes on the service lane.
