Blocked the drainage on the path

A few years ago when redrows 450 dwellings were completed the entrance to the site,and along polwell lane was re tarmaced,because of the camber was steep and to ease the flow of water off it .the highways installed aco drainage in front of my house at 44 and also next door at 46 ,this took away the rain water away from our drive ,no 46 has been a building site for nearly 2 years and recently hard core and mot has been used to level off the frontage and consequently has block the drainage on the path .this has resulted in when my side of the drainage is full it has nowhere to go ,it casscades down my drive and flooded my bay window brickwork above my damp proof. course we had to bale out the water ,i am currently waiting a builder to come and suggest a way of diverting the flow of rain water,i welcome your responce and you can call me anytime on 07714178731 c s hogben nn15 6ua
