Obstruction and trip hazards on footway

Sent to Northamptonshire Highways less than a minute later. ref: 3974440.
The footway by the side of the "Talbot House" is obstructed by bags of sand, plastic barriers and loose rain water down piping. These obstructions both create a trip hazard on the footway as well as forcing users of the footway on to the road.

Investigation: Completed (No Action Necessary) - We can confirm that this measure has been put there to divert pedestrians to other footpath as the building is not secure. It will be removed once building remedials have been completed.

Please note that this post relates to the manner with which the closure of the footway has been performed using plastic barriers (end on) and bags of sand which result in trip hazards on the footway. This has not been addressed in the last update and one of the reasons for this report is to ensure there is liability should a villager trip over one of these incorrectly placed obsticles.

Please note the closure of the footway you refer to can be seen further on in the submitted photo. This report relates to the obstructions in the foreground of the photo which are not acting as a diversion of the footway.
