Water coming into private house front room

Sent to Northamptonshire Highways less than a minute later. ref: 3978623.
Due to lowered block paving water is coming down hill from all other properties and roadway, then coming into drive of 14 Wollaston Road, then into front room. Floor was lift in house Friday and joist are rotten and soaking wet. I've created document of this, but unable to upload.

Investigation: Completed (Highways to Monitor, Routine Inspection Programme), Defect Repair: Ongoing - Regarding the kerbing and footpath adjacent to Wollaston Road, we can confirm that there are no immediate safety concerns that meet our repair criteria, at this time. However, please be assured that we will continue to monitor the area more closely as part of our routine inspections. Any works we undertake are for Highway safety reasons only a. We also don’t undertake any works on private land, to repair third party assets. To expedite this matter further, we kindly advise that you would need to contact you household insurer, as we don’t undertake survey works to discount interference from a highway asset such as a footpath. Should your insurers wish to contact our insurers, this can be done via any claim against Northamptonshire Highways for damages as a potential result of this issue. An insurance claim form can be requested via highwaysinsurance@northnorthants.gov.uk.

Hi,
Thank-you for the email.
I think you are missing the point here of my issue. There is a large amount of surface water running off the path and highway into my property which is causing the ground/void under the floors boards to be wet, which has then caused the floor boards to rot. The water runs down the hill (path and roadway) of Wollaston Road and because of angel of the path/kurb it all comes into my properties drive way then into the house.
Please advise.

Just to avoid any confusion the orange block paving is the public path owned by council.
