Repeated blocking of pavement by domestic bins and pallets of materials

Since August 2022 the occupant of No13 has repeatedly block or obstructed the pavement at the entrance to Mulberry Close, Desborough with either his bins (not allowed under the estate covenants) or with pallets of materials which are there for days on end. In this freezing weather it's forcing parents with children in buggies to use the road, and stepping on and off a slippery pavement into the road is a safety issue
