Error in Timing of Lights System

Turning right from Queens St (opposite Horse Market). I am a driving instructor. When we are the leading car and my learner fails to move off at the green light, the light turns to red and doesn’t turn back to green. I’ve been stuck there twice now. I've watched the connected lights turn from red to green continuously whilst ours remains red in excess of 5 minutes. My colleague has had the same issue driving from London Rd towards the Town Centre when her learner missed the green light there her light failed to turn to green.
