Ice on road due to flowing water emerging from the carriageway and freezing

Water is flowing out of the tarmac in the left hand lane when coming down the hill from Sutton Bassett, just before No 10 The Green.
Due to current temperatures, this is freezing on the road surface as it is washing away the grit.
Anglian Water has attended twice today to confirm that: 1) it is not a burst main (no chlorine in the water); 2) the spring/ground water flowing along the adjacent ditch that enters a culvert on the opposite side of the road was dye testing and is flowing into Anglian Water's surface water network as it should and is not surcharging; and, 3) there is no ammonia in the water, so nothing to suggest that there is a foul defect from the pumped system from Sutton Bassett.
There is a constant and reasonable flow rate of what, which appears to be spring/ground water, coming through the tarmac. There is a blocked gully beside it, which may or may not be related. The water is flowing into the next gully along, but is freezing on the road surface.
